On July 13, the Air Line Pilots Association wired President Truman as follows:

"WE ARE PLEASED TO INFORM YOU THAT THE AIR LINE PILOTS ASSOCIATION ACCEPTS THE RECOMMENDATIONS OF THE PRESIDENTIAL EMERGENCY BOARD MADE ON JULY 9, 1948, FOR THE SETTLEMENT OF THE NATIONAL STRIKE. WE HAVE TODAY NOTIFIED NATIONAL AIR LINES, INC. OF SUCH ACCEPTANCE AND HAVE REQUESTED A CONFERENCE WITH THE COMPANY FOR THE PURPOSE OF PLACING THE BOARD'S RECOMMENDATIONS INTO EFFECT. RESPECTFULLY."

On the same day, July 13, Headquarters wired National Airlines as follows:

"THE AIR LINE PILOTS ASSOCIATION ACCEPTS THE RECOMMENDATIONS MADE BY THE PRESIDENTIAL EMERGENCY BOARD ON JULY 9, 1948, TO SETTLE THE NATIONAL STRIKE. WE REQUEST THAT YOU MEET WITH OUR REPRESENTATIVES FOR THE PURPOSE OF APPLYING THESE RECOMMENDATIONS. IN VIEW OF THE LENGTH OF TIME THE STRIKE IN PROGRESS, IT IS URGENT THAT WE MEET AT AN EARLY TIME. PLEASE WIRE COLLECT AS TO A TIME AND PLACE FOR THIS MEETING."

On July 15, G. T. Baker wired as follows:

"REURTEL WE WILL COMMUNICATE WITH YOU WHEN OUR STUDY OF THE EMERGENCY BOARD'S RECOMMENDATION HAS BEEN COMPLETED."

On July 19, ALPA wired as follows:

"REURTEL JULY 15 YOU HAVE NO DOUBT HAD TIME NOW TO STUDY THE EMERGENCY BOARD'S RECOMMENDATIONS AND WE WOULD GREATLY APPRECIATE A REPLY TO OUR TELEGRAM OF JULY 13."

On July 20, Baker replied as follows:

"REURTEL JULY 19 REGRET UNABLE GRANT YOUR REQUEST OF JULY 13 UNTIL AFTER OUR DIRECTORS MEETING ON JULY 29."

Yesterday, July 21, ALPA sent Baker a wire as follows:

"IN YOUR WIRES OF JULY 15 AND JULY 20 YOU HAVE ADVANCED TWO DIFFERENT REASONS FOR DELAYING A REPLY TO OUR REQUEST FOR A MEETING IN ORDER TO PUT INTO EFFECT PROMPTLY THE EMERGENCY BOARD'S RECOMMENDATIONS. BOTH THE COMPANY AND THE ASSOCIATION HAVE TODAY HAD 12 DAYS SINCE THE EMERGENCY BOARD'S RECOMMENDATIONS WERE ISSUED. YOUR DELAYING TACTICS AFFORD US NO OTHER ALTERNATIVE THAN TO ASK YOU TO ACCEDE BY THURSDAY NIGHT, JULY 22, TO OUR REQUEST TO MEET WITH YOU OR YOUR REPRESENTATIVES FOR THE PURPOSE OF PLACING INTO EFFECT THE EMERGENCY BOARD'S RECOMMENDATIONS. OTHERWISE WE WILL CONCLUDE THAT YOU HAVE REJECTED THESE RECOMMENDATIONS AND WE WILL ACT ACCORDINGLY."

It is believed that Baker will not accept the Presidential Emergency Board's decision and the matter will have to be concluded at the Civil Aeronautics Board license revocation hearing.

As stated in our last letter to all members of June 21, 1948, about the National strike, the Air Line Pilots Association concluded its direct case before the Presidential Emergency Board on June 4. It was at that time decided that the Air Line Pilots Association would make its final arguments after the International Association of Machinists had completed its presentation on behalf of the striking ground employees on National Airlines; namely, the clerical workers, station employees and mechanics.
