ILR Take-Off Minimums, Sliding Scale
The following notation appears on some of our ILS procedure plates: "Authorized only when all conditions are such that on ILS approach can be executed in accordance with the limitations in air carrier's manual". This has caused some uncertainty as to the application of the sliding scale to ILS take-off minimums in that it is possible that take-off minimums could be below straight-in landing minimums; at New York, for instance, the take-off minimums are 300-3/4 while the straight-in landing minimums are 400-3/4, the sliding scale would permit a take-off with 500-1/2. These minimums would be below the 400-3/4 landing minimums. The notation which appears above is interpreted by the CAA as meaning that all components must be functioning before the specified take-off minimums can be used regardless of the landing minimums, thus in the above instance it would be legal to take off with 500 feet and 1/2 mile when the ILS is functioning normally. In a few weeks Preface Pages covering the sliding scale for ILS will be issued as part of your manual.
