SUBJECT: Approach Procedures for Poughkeepsie

It will be unnecessary for pilots to make qualification landings at the Poughkeepsie Airport for the same reason that it was unnecessary to qualify for Schenectady. The landing minimums for Poughkeepsie will be 1000 ft. - 1 1/2 miles for approximately the first two months of operation. We have applied for a wavier of the 1000 ft. terrain clearance and 3 mile visibility requirements for VFR flight on a controlled airway. Unless otherwise advised, 1000 ft. - 1 1/2 miles can be considered as VFR at this airport. The in-range point will be 25 miles from the range station. All flights should call New York company radio station for altimeter settings and thereafter will change to New Hackensack radio to obtain wind velocity and direction. They will also advise if there is traffic in the air but, of course, the responsibility will lie with the Captain of the flight. The approach procedure plates will be issued very shortly showing the southwest leg as the final approach leg and the procedure turn to the east. Because of traffic holding between 2000' and 4000' in the Westchester ADF pattern, the CAA has decided to insure vertical separation between our aircraft  and those in the Westchester pattern. Therefore, if you are holding over New Hackensack and you have been given a delay with no traffic beneath you, that is the reason. It is expected that the number of delays because of traffic in the Westchester pattern will be very few. We suggested a procedure turn to the west but the CAA felt that vertical separation would nevertheless be necessary.
