Dear Mr. Gitt:

There is attached the final report of the Civil Aeronautics Board establishing the probable cause of an accident involving a DC-3 aircraft owned and operated by Colonial Airlines, Inc., which overshot the runway at Burlington Airport, Burlington, Vermont on September 20, 1948.

The record shows that you testified as a witness at the accident hearing conducted by the Board to determine the cause of this accident.  Your testimony in the subject case not only fulfilled a civic responsibility, but was a patriotic contribution to the development of increased safety in American aviation.

Under the Civil Aeronautics Act it is one of the Board's responsibilities to determine the cause of airplane accidents.  It is only through the most meticulous technical investigation, and subsequent testimony and examination of witnesses in a public hearing, that the Board is able to discover the cause of an accident.  And when the cause is known, corrective action follows to insure increased safety in air transportation.
