and that as Captain Gitt was the senior bidder within the time fixed by the original bulletin, he was entitled to the assignment. 

Following the general rule of computing days by including the first day and excluding the last, the bulletin of May 27, 1949, fixed a ten-day period for the closing day on June 6. The rule provides that the deadline date after which bids will not be considered shall not be less than ten days after the bulletining of the vacancy.    It appears that the bulletin of May 27 met the time requirements of the rule. While posted as an amendment to the original bulletin of May 19, 1949, it had the same effect as a cancellation of the original and the insurance of a new bulletin. We find no rules that prohibit the carrier doing that.

What the situation would be if the May 27 bulletin had been for a shorter time we need not determine. In the light of the time element involved we find no violation of section 27(a) in the action taken by the carrier. It follows that there was no violation of the seniority rule in the awarding of the assignment to Captain Murray.

The grievance is denied.
