I would like to propose a team of experts consisting of approximately such people as:

1. A Director of Operations and Maintainence
2. A Flight Superintendent 
3. A Maintainence Superintendent 
4. A Director of Purchases
5. A Director of Passenger Handling & Stations 

These people would meet here in the United States and begin to construct a suitable Airline on paper. When they would have advanced sufficiently with this work, they would then go into the field and actually survey the route or routes to be flown using Israel as a base of operations. They would then proceed to develop a proceedure for the particular operation involved. Finally, set up a training program and train the personell who would actually carry on the operation. 

This team could actually start and carry on the operation as soon as they got on the job. It would be advantageous for them to actually get out their respective tools and go to work operating the Airline in their various capacities in order for them to better set up the operation. It would probably take a minimum of six months of good hard concentrated work for a team of compatible people to work together and do the job.  

I have such a group in mind whom I could personaly vouch for.

P.S. With reference to your airplane now undergoing overhaul in New York. Do you have your own Maintainence Inspector on the Job ? If not,I strongly urge you to put one on immediately to protect you interest. You will find it pays.
