a. Whether Colonial and the mentioned officers have violated section 403(b) of the Act in furnishing unauthorized free and reduced rate transportation;

b. Whether Colonial and the mentioned officers have violated section 407(d) of the Act in failing to keep Colonial's accounts as prescribed and in falsifying accounts and reports;

c. Whether Janas has violated section 407(c) by failing to disclose stock ownership in persons engaged in a phase of aeronautics;

d. Whether Colonial and Janas have violated section 409 of the Act by failing to obtain approval of interlocking relationships as required by that section;

e. Whether the management of Colonial's business has been honest, economical and efficient;

f. Whether, if any such violations are established, they, or any of them, were intentional;

g. Whether, if any such violations are established, whether intentional or otherwise, Colonial and any of its officers should be ordered to cease and desist from further violation of applicable provisions of the Act and whether any other or further order or orders should be issued by the Board to compel compliance with the Act.

h. Whether, if any such intentional violations are established, a further proceeding should be instituted pursuant to section 401(h) of the Act for the revocation of Colonial's certificate of public convenience and necessity;

i. Whether, if it is established that the management of Colonial's business has not been honest, economical and efficient, a further proceeding should be instituted pursuant to section 401(h) of the Act to suspent Colonial's certificate if the public convenience and necessity so require;

j. Whether, if it is established that Colonial has falsified accounts and reports, and that its management has not been honest, economical and efficient, Orders Serial Number E-5167 dated March 6, 1951, fixed and determining the final rates of compensation for the transportation of mail over Colonial's Bermuda routes should be set aside and such rates reconsidered and whether the record in the pending proceeding, Docket No. 2724, relating to the mail rates over Colonial's domestic routes should be reopened;
