AIR LINE PILOTS ASSOCIATION
THIRTEENTH BIENNIAL CONVENTION

SUBJECT
PAA-PANAGRA Trackage.

STATEMENT OF QUESTION*
Shall the Association revise its policy, adopted at the Twelfth Convention, on the PAA-Panagra trackage matter in which it determined that no action be taken against the Panagra pilots.

PREVIOUS POLICY
(2nd Executive Board) "WHEREAS loan or lease of personnel and/or routes can result in very unstable and undesirable economic conditions,

"RESOLVED that Headquarters be instructed to oppose any and all such loaning and leasing of personnel and/or routes by every means possible,

"BE IT FURTHER RESOLVED that nothing herein shall be construed to limit the right of junior surplus furloughed copilots to accepted employment with other airlines."

(10th Convention) "RESOLVED that the 1948 National Convention of the Air Line Pilots Association is opposed to any Trackage Agreement, or any other form of agreement between air line operators which in any way alters or changes the condition of employment or working conditions of any group of pilots represented by the Air Line Pilots Association."

(12th Convention) "WHEREAS the committee finds that the policy adopted by the Second Executive Board as not effectively executed by Headquarters in this case. (Panagra--PAA Trackage)

"RESOLVED that in the future no trackage or similar agreement be implemented until all pilot groups involved have signed working agreements, and

"BE IT FURTHER RESOLVED that no action be taken against the Panagra pilots as there is no evidence to support the charges."

RESOLUTION OF THE BOARD OF DIRECTORS
WHEREAS succeeding Conventions of the Association are faced with complex problems arising from interchange and trackage arrangements between air carriers, and

WHEREAS there is a need for a consolidation and clarification of Association policy covering such matters based upon extensive research and study, and

WHEREAS there is before this Convention several problems dealing with interchange and trackage and involving very complex considerations,

THEREFORE IT BE RESOLVED that the Board of Directors assembled in this Thirteenth Convention do hereby direct the Executive Committee to appoint a special committee of active air line pilots who shall be charged with the following duties:

1) To study and evaluate, by whatever means necessary, pilot problems arising from the operation of the Capital-National interchange.
