FAA of our Nation's aviation activities and facilities, and particularly now as we stand on the threshold of significant new developments in aviation, whether FAA has properly addressed itself to the discharge of responsibilities which Congress so clearly imposed. If, in fact, the unprecedented authority conferred by Congress upon FAA has not been well exercised---if, instead, FAA has either through inaction or through arbitrary action, functioned inconsistently with the Congressional mandate, then through legislative revision and overhaul may now be well overdue.
