As far as check pilots are concerned, to demonstrate that there is no necessity that they also fly on-line revenue flights to keep up their proficiency, Captain Halliburton admitted that the FAA check pilots, who are the ones who decide if Eastern's pilots are qualified to carry passengers, do not themselves fly any on-line revenue flights: 

Q. Now, it is certainly a fact that those from the FAA, who every six months check your pilots don't fly any line, do they?

A. No.

Q. So they are the ones who decide if your pilots may continue to carry passengers in these United States?

A. They check them on certain emergency procedures and things like that, but they are not qualified line pilots.

Q. They issue certificates in the first place to decide whether you get to fly for the air carrier, don't they?

A. Yes.

Q. But they have the power of judgment whether your pilot will continue to fly or bust their check; true?

A. As far as the FAA is concerned.

Q. Incidentally, they fly up until they are 65, 70?

A. I couldn't tell you what the age is

And as far as the necessity of an instructor or check pilot, who get much experience flying and creating emergency situations, of actually gaining any further proficiency by flying the same aircraft on an on-line revenue flight, Captain Halliburton conceded that "barring any irregularities, any failure of equipment or anything like that, the schedule on-line flight is probably more routine than any of the others,"
