Colonel,
In compliance with S.O. No. 33 Asst. Commissioner's Office, C.S., I have the honor to report that the 27th ult. I visited Decherd Tenn. and spent 24 hours in the performance of the duties contemplated in said orders.

The following statistics & facts were collected and are believed to be approximtively correct.

Number of Freedmen at Decherd, Men 20; Women 24; Children 60; total 105.

At Winchester, 3 miles distant and the County seat, about half this number was reported.

Since the first appearance of the small pose, about 100 cases have occurred among the Freedmen, of whom some 30 have died. The ratio of mortality is nearly the same as that of the U.S. Army Post Houses, though at the latter, every appliance was at hand for the proper case and treatment of the cases.
