Respectfully referred to Wm O. Sizemore, Supt. of Hawkins Co. Tenn, who is instructed to return the same to this office with a statement of the reasons on which his decision in the case was rendered. Or, if the petition well and truly sets for the facts in the case, then the Supt will reverse his judgment and return the horse to petitioner, for it is perfectly clear that neither Wm S. Chambers, nor Isaac Chambers (col) could give a valid title to a horse unlawfully obtained.
