Clarksville Ten April 19th 1867

Sir

I am informed and believe that on Sunday last a man by the name of Black made an assault with intent to kill on the person of a freedman in this county that a writ has been issued for his arrest and placed in the hands of an officer that the officer had not made an effort to serve the writ in a manner to succeed and I give it on my opinion that the officers of this county will not make exertions  adequate to the occasion. Not that the conduct of Black is approved by the people (for public opinion is against him) but that [[strikethrough]] [[ind?]] of [[/strikethrough]] public opinion will not require an officer to use the extraordinary exertions which will be required to arrest the accused . The writ  for his arrest was not issued by me nor is it at all likely that he will be tried  by me if arrested.
