Yours of the 5th inst is to hand, and contents noted.

Genl. Cooper is now at Knoxville, consulting with Governor Brownlow, upon the subject you bring before him for consideration, and I have no doubt but what if any more troops are enlisted for the "State Guards", they will be recruited from the colored populations and of the class you speak of.

Genl. Cooper will call and see you when he returns.
