Bureau R.F. & A.L. State of Tenn
Columbia Tenn Nov 21st 1868

Sir:
I have the honor to state in reply to a communication from the Asst. Comr. of the 20th Dist. "directing me to arrange for the payment of Bounties in my District &c" that I have investigated the matter, and find that Franklin, Columbia, & Pulaski are the most central and prominent access points in my District and that much of the late Colored Soldiers live at or near those places. I would also respectfully recommend that the
County of Lincoln be attached to the Murfreesboro,
