Major Gen W.P. Carlin
Asst Com'r

Sir - The undersigned, Pastor and Trustees, of Capers' M.E. Church, respectfully represent that the basement of their church was used as a school room prior to the war; that it was taken possession of and the seats and desks destroyed by the army; that they desire to open a school in the said basement; that they have already engaged the services of two teachers, one of whom is a graduate of Oberline College; that as a church they have never yet received a dollar of aid from the Government for school purposes; that the denomination with which they are connected embraces in its communion, at least 40,000 colored communicants, all of them loyal to the Government; and that the pastor and trustees of Caper's Church have never swerved from their devotion to the Miss'n.
They further represent that an appropriation of $400.00 expended in repair's, desks, blackboards etc, would enable them to open a school into which they could draw students, connected with their church, from a distance, and thus, they could awaken in their communion a general interest in the subject of education.
