Dear Colonel: - 
Your interrogative letter of the 23d inst inclosing Circular No. 12, is just at hand. 

It may be difficult to answer your inquiries satisfactorily inasmuch as the "new law" has so recently gone into operation. However I can state that our Circuit Court — a two weeks Term — has just closed, and that if afforded an occasion to observe the practical working of the law in a few instances wherein colored parties were either defendants or witnesses. Several negroes, in common with some white persons, were tried for larceny, robbery, &c.; and in one case several colored witnesses testified against a white man. The Trials of the
