In reply to your communication dated June 22nd, I have the honor to state, that as far as I am informed the higher courts dispense impartial justice to whites and blacks alike, the latter acquiring the full benefit of all laws enacted for their protection.

There have been no complaints of injustice reported to me as would have been the case had grounds for the same existed.

In the petty Police and Justices Courts, the letter of the law has been complied with, but in many cases although the evidence of the blacks is received, there is but little credence yielded it. Time however will remedy this evil, and all cases to which I have asked attention, have been fully examined and explained.

All Laws enacted for the benefit of colored people are fully carried out in my district.
