Barnum, J.H. 

States that the Southern M.E. Church, colored. have just erected a fine brick church on a lot of their own, in place of Collins Chapel, burned, before it was quite finished, by the riot of May 1866. The church is located on Cor. of Washington and [[Orleans]] Sts. has a fine basement story entirely above ground, which is designed for a school. The room is about 60 by 40 feet and 12 ft high, propose to finish it with two small and one large room. It is just where a colored school house is needed. States that they were over-crowded in Lincoln Chapel last winter for want of proper school rooms in this part of the City. The floor is laid, and the windows in but not paid for. Subjoins the following bill of items and requests aid from the Bureau to that Amount to prepare this basement for a school:
Plastering 700 yds @ 30¢ pr yd  $210 00
14 windows at $10 00  140 00
Painting  50 00
4 Stoves and pipe 50
Total $450 00
The trustees promise to give it up for a free school, without rent, whenever it shall be wanted for this purpose.
