me that a law had been passed by the Kentucky Legislature requiring all freedmen both the married & those who may herafter [[hereafter]] marry to apply to the County Clerk for marriage certificates. I have not seen a notice of the law myself. Please advise me on how the subject, as I know not how to proceed in such cases, until further instructed. Also what is my duty towards minors, who have a mother but no father living? There are several such cases before me?
