I have the honor to apply for transportation for Easter Battle and one daughter aged 18 years from Raleigh N.C. to Fort Valley Georgia. This is a very respectable old woman aged 75 years and is dependent on the Bureau. The enclosed letter will explain the circumstance.

I have the honor to apply for transportation for Annie Cadell, a loyal refugee from Raleigh N.C. to Alexandria Va. This woman is destitute and is dependent in the Bureau forsupport. Respectfully invite attention to the enclosed letter from Esq. of Alexandria offering her steady employment.

Sir
Benjamin Rogers complains that he has been to work for you since February last and that you have given him nothing but his rations and not always enough of that. He left you to find employment where he can get pay for this labor. In doing so, he says you have interfered and forbid any one employing him. After having kept back the pay of this man it is hardly commendable in you to keep him from getting an honest living. This man as far as I understand his call has a right to work where he pleases and you must not interfere with him. You will please call at this office and explain and settle this matter.
