Your letter of inquiry to Genl Miles was returned to me. I would say in reply that the same law applies to Freedmen as to other men. If they will not pay rent you must take the course the law directs to eject them. The must not expect that shelter can be provided them unless they pay their rent.

Calvin Lane complains that he engaged to work for you for the year at $4.00 and $5.00 per month and his wife at $3.00 per month. And you have turned him off for no fault of his. Your reason as he stated it is not sufficient. You are responsible for the years wages of these people. You owe him $35.00 for the wages of himself wife and boy. You will please call at this office and explain and settle this matter.
