Third Session, Thursday, 1:40 p.m., November 7.

Judge Johnson called the meeting to order. Carry-over from this morning is a report of the Credentials Committee. This report will be given by Ben Dwight. It was decided that the roll as prepared at the registration desk of Indian people at the out-set will constitute the members of this convention and that until the President sees fit to be more technical and call for a more technical report of the Credentials Committee, that every Indian delegate here shall be allowed the opportunity of discussing subjects. That those Indians who have registered here, whether members of this organization or not, will be allowed the privilege of the floor to discuss subjects. The president can use his discretion to call for a report from the Credentials Committee which will confine discussion to the membership. 

Ben moved adoption of the report. Second. Question: Approved. Adopted.

Judge Johnson explained membership. Membership desk was set up out front. Report of the Rules Committee by William Fire Thunder: Until the adoption of a platform in this Convention, the convention will take up in the order given: 
1. Indian Claims Commission bill.
2. Read justment of the Indian Service
3. Special Problems or general problems as presented from the floor. William Fire Thunder moved adoption of the report: D'Arcy seconded. Questions: Approved, Adopted.

Ben Dwight, I suggest discussion of Indian Claims Commission bill and that Felix Cohen be asked to explain the bill.
D'Arcy suggested discussion of Alaskan Indian problem tomorrow. (Friday)
