at which federal supervision over Indian Affairs shall be withdrawn. A time schedule shall be prepared for accomplishing such standards, with a cooperative plan in which the state and federal governments will be co-responsible with the Indians for achievement of the standards; subject to approval of the National Indian Board.
     
In all policies and plans formulated hereunder, special consideration shall be given to the problem of ownership of trusted lands and resources, heirships [[?]], handling of individual Indian monies and so forth.

I read that last just for your information because it is one of the resolutions which will be considered by the Special Committee. Other matters will be presented to this committee. But the main idea is shall we set a goal to liquidate the Indian Bureau and let the states take over? That is a matter which must be studied by this Special Committee which the President will appoint. It will be up to this Committee to adopt a program and submit it to your Executive Council. If approved by it, it will become the platform of the Indian Congress.

Mr. President, I offer this resolution and move that it be referred to the Special Committee for consideration in adopting its program.

I think that we should give the people an opportunity to say something at least. I am an old public employee and know what is wrong with it and she hit the nail directly on the head.

i certainly appreciate Mr. Roger's speech. We don't have enough time. We cannot go to a meeting like this and present resolutions to cover all problems. They have to be considered.
