Is the Membership Committee ready to report. 

MR. W. W. SHORT, Chairman, Membership Committee: 

We have arrived at a plan to finance this organization. We learned from Judge Johnson and Mrs. Bronson that the expenses are getting greater day by day and that it is necessary to employ a full-time secretary to help Mrs. Bronson. Your committee has adopted and submits to you the following plan or schedule of membership fees for your consideration: 

MEMBERSHIP MEMORANDUM - NATIONAL CONGRESS OF AMERICAN INDIANS TRIBAL: 

In order that the NCAI may truly represent the Indian's widest point of view, a membership policy for tribes must be established which is in the first place equitable and in the second adjusted to the budget requirements of a functioning organization. The following plans have these views in mind; they are presented at this time for consideration and suggestion and are open to improvement in whole or in part. 

PLAN

A minimum annual due of $25.00 for tribes with fewer than 2,500 members. 
Plus
A per capita payment of 5c for each member of the tribe. 
A minimum annual due of $125.00 for tribes with more than 2,500 and less than 25,000 members. 
Plus
A per capita payment of 1c for each member of the tribe.
A minimum annual due of $250.00 for tribes with more than 25,000 members.
Plus
A per capita payment of 1/2 c for each member of the tribe.

This plan is presented with the knowledge that a fair balance of contribution can be had only when neither the small tribe nor the large tribe feel that they are carrying the other. This distribution when pro-rated, frankly taxes the smaller tribes, but does not make possible the healthy contribution by the larger group.
