Respectfully returned to Bvt Brig Genl O.L. Shepherd Asst Comm. B R F & A.L. Mr & Mrs Wheeler have been teaching freedmens school at Eufaula Ala. since Feby 1st 1864. From my knowledge of their work I am well satisfied with them & if practicable would recommend that transportation be furnished them.

Respectfully forwarded to Major General O O Howard Comm &c Washington D.C. recommending that transportation be furnished Mr & Mrs J P Wheeler from Eufaula Ala. to Concord Mass.
Application for appointment of Mr Wheeler as Agent was forwarded from this Office on the 23rd March. Should this appointment be given him transportation will only be required for Mrs Wheeler.

I thought the name was C P Wheeler - previous page. Unless lady is C P Wheeler. L.S. 87 = Letters Sent # 87 is what the Endorsement is in reference to. Mr. Cravath - Rev. Erastus M. Cravath - an official of the A.M.A. (Amer. Missionary Assoc.), help found Fisk Univ. - and became its President., etc... He helped get many schools and colleges started in the South after the war.
