The colored people generally, say they are able to pay from 1st to 2nd per month. While a very few may be able to pay such a tuition through the year, the large majority of them, by their improvidence and wasteful habits, I fear would not be able to continue paying at, or was a smaller one. 
As yet I see no way that the cause of education can be successfully carried out in the section, but by aid from the Government (State or U.S.) in providing competent teachers.
