Sir,
Referring to your communication of 6th inst enclosing letter of Miss Martha E Burrell, teacher of Freedmen's schools at Benton, Ala — requesting transportation from the field to her home at Freeport Ills., you are respectfully informed that under existing orders and regulations return transportation cannot be furnished — but in view of the facts presented, and considering that Miss Burrell paid the cost of her transportation from her home to the field — an account for such transportation at the rates it would have cost the Bureau had transportation been furnished has been made up, and is herewith enclosed for completion. The certificate should be filled in and signed by the proper parties. The receipts should be signed and the account when thus completed should be forwarded to the Commissioner
