I have the honor to enclose a communication handed to me by the author Rev. Mr. Jarratt of this place. I believe that Mr. Jarratt is the proper person for managing a school for colored people; he has the required courage and also enjoys the respect of the community at large. He pointed out to me a suitable frame building, which can be leased at the rate of $20 00/100 per month and requested me to ask your approval to lease the same; if consistent with your views, please direct me as soon as possible. The former schoolmaster, who was so unfortunate in having his little institution lately destroyed by a gang of rowdies has consequently discontinued teaching, it would be therefore practicable to open a new school for the benefit of the colored people.
