Dear Sir
I desire very respectfully to call your attention to the application of the Rev Mr Jarratt of the Episcopal Church of this place, for a contribution from the Bureau, to make an addition to his Church, and ask you to reconsider your refusal to grant it. I think the Bureau ought to accede to his proposition for the following reasons.

1st  In this 19th Century, every enlightened & good man in Christendom regards the Christian Religion as the indispensable basis of a sound education.

2d.  The Freedmen are recognized & treated by the Government as in a state of pupilage, as grown up minors, and
