Dear Sir,
I have had an interview with Rev. E.D. Taylor of Mobile, respecting a colored School in Basement of his Church.
If the lady who proposes to teach can secure some 40 or 45 pupils I think we might pay $12 per month rent for the building.
I respectfully refer the matter to you. My advice from Washington is to assist in organization of Schools everywhere throughout the State.
Please let me hear from you on this subject.

Very Respectfully
Yours
R.D. Harper
Supt. of Education
