any suggestions further than that embodied in answer to the questions, but am well aware that the work of education is much needed in this District.

I conceive that all efforts on part of the Freedmen themselves would be fruitless without proper officers to conduct the work and am satisfied that any assistance coming from this Department would have a good effect towards making the Schools a complete success.
