Sends letter to Mr. R. H. Baker in relation to binding out some children to him. Endst. of Chaplain Glavis. Respectfully referred to Col. E. Whittlesey Asst. Commissioner. The children appeared before me and expressed the desire to go to their father. The father is represented as a bad or unreliable character. Shall I under the circumstances, against the father's wishes and of the children, bind them over to R.H. Baker. Respectfully forwarded.

States that in 1861 he was the owner of 50 acres of land on Clay Bank Fishing Creek, 22 miles West of Halifax C.H., N.C. which upon the approach of war he leased to his brother Nevail H. and escaped North. The land was afterward confiscated by the so-called Confederate Government & sold to a Mr. Rosser. Hidgepath has served his time faithfully in the Union Army and now requests the restoration of his property Endsmt. of Genl. Howard Commissioner. 
Respectfully referred to Col. E. Whittlesey Asst Commissioner for N.C. for investigation and report as to whether any relief can be given in this case. Endst of Col. E Whittlesey Asst Commissioner
Respectfully referred to Major Wiley Supt of Central Dist. who will direct the Asst. Supt at Rocky Mount to proceed to Halifax N.C. investigate and report on the within case also to settle any cases of difficulty or dispute that may be laid before him.

Respectfully forwarded to Col. E Whittlesey Asst Com with the recommendation that payment of clerks hired by Asst. Supts. be not allowed, unless the contract has previously been approved by the Asst. Commissioner. There is no evidence on the records of this office of such approval in the case of E.G. Holland.
