|   |to Grand Larceny which is not considered a light offence either by the Common Law, the statutes of N.C. or of any other State.  The same will apply to the crime of receiving and concealing of the property knowing it to be stolen.    I am familiar with no laws which would deem thirty days imprisonment for either offense.  It is therefore recommended that the case be dismissed, the fine returned that the accused may be brought to trial either before a Civil Court or a General Court Martial.

Endst [[??]] of Col. Whittlesey Asst. Commissioner for N.C.  Respectfully returned.  The endorsement of Major Wiley is approved.  Capt Evans Asst. Supt will be directed to dismiss the case, return the fines and call the attention of the Civil Authorities to the case, or if Freedmen are involved, so that the case comes without the jurisdiction of Civil Courts it will be returned to a Military Court.  

Respectfully returned to Capt. Evans who will repost [[??]] in writing the execution of the instructions contained in the endorsement of the Asst. Commissioner,

Raleigh N.C. is not designated as a Post by the Secretary of War at which commutation of quarters and fuel are allowed. 

Respectfully forwarded to M.C. Meigs Q.M. Genl. for information whether officers on duty in the Freedmen's Bureau [[??]] are entitled to Quarters or Commutation in being there of and if so whether the acct can be paid by the Disbursing officer of the Department.

Requests transportation forwarded more promptly and states that he applied to Brevt. Major Winslow, for transportation more than a week ago but has not yet received it.   

Respectfully returned to Chaplain Glavis Asst. Supt. &c with the information that when travelling under orders of the Asst. Commissioner and transportation in kind can-not be obtained the actual cost of transportation can be collected from the Q.M. Dept.  Such Accts, should be made on form No. 17 of the Q.M. Dept. and accompanied by duplicate copies of your order certified by a dis-interested officer and the receipt of the parties to whom the money was paid as sub. vouchers to your acct.
