Hd Qrs Sub Dist of Raleigh Raleigh Mar 21. 1866 Requests of Post Commander the arrest of Troy Burns to meet a charge brot. against him by "Amy, one of his hands." He has been duly summoned. Endorsement of col. R.H. Miller Post Commander Raleigh Respectfully returned with the information that it is impossible to furnish details to make arrests the men present being barely sufficient to do the Post Duty Endorsement of Capt Geo C. Almy Respectfully referred to Col. E. Whittlesey Asst Commissioner Bu of RF and AL. Without control over the Military Police, or assistance from Post Head Quarters it will be impossible to enforce the decisions of this Bureau in this Sub Dist at points remote from this office. Respectfully forwarded to the Asst Comr. wish the recommendation that if Troy Burns has been duly summoned, as appears from the within letter. Capt. Almy be instructed to render judgement, by default, for such amount as may appear upon investigation to be due the plaintiff. Crockett Special Order No 34 from Hd Qrs Asst Comr. enclosing copy of Special Order No 70 from Hd Qrs Dept of N.C. relieving Lieut Crockett from duty in this Bureau. Respectfully forwarded to Lieut WH Crockett. Bu R.F. and A.L. Hd Qrs Central District Raleigh Mar 24th 1866 Aquila Wiley Major 8th V.R.C. & Supt Central Dist 81. Glavis Geo O. Chapn. U.S.A. and Asst Supt Hd Qrs Sub Dist of Goldsboro Goldsboro Mar 21st 1866 Lays several cases before the Asst Commissioner for his special consideration and encloses statement of a robbery committed at Mr Olive Depot see EB p5. Also statement that Benjamin and Joseph Sutton are making depredations in his District and asks if there cannot be something done to prevent it See E.B. p12. Also 4 cases reported at his office on the 20th inst. Respectfully forwarded to the Asst Commissioner whose attention is respectfully invited to the fact that the investigation ordered in endorsement of Asst Commissioner date Feb 5th does not appear to have been made. It is respectfully suggested that the "neglect" of Civil Courts to furnish crimes against Freedmen may be the result of ignorance of the offices of such Courts of the extent of the jurisdiction allowed them, in such cases within the Military Authorities. In regard to the cases within the jurisdiction of the Dist or Department Commander, as in like cases between, white citizens the Civil Courts would not authorize arrests unless the charge of crime was supported by affidavit, it was supposed that the Department commander would not authorize their arrest upon the mere verbal statement of Freedmen detailed (over)
