34 at second hand through Asst. Supts. and not supported by affidavits. It was therefore suggested in enclosed endorsement from these Hd. Qrs. dated Feb. 22nd 1866 that in reporting such cases to the Dept. Commander, such affidavit should be forward. As no such affidavits have passed through these Hd. Qrs. it would appear that so far as the within communication reflects on the Commander of the Department, it is unjust. Even if the suggestion contained in the endorsement above referred to should be observed, no doubt many criminals will escape unpunished, as men after committing grave crimes do not generally remain at home a week or two to be arrested, but this is one of the defects of this system of adjudicature, and not a matter for which an officer charged with the administration of the system should be held responsible. Endst. of Chaplain Glavis Respectfully returned. There is a difference of six between the "aggregates" in my last report and this which I have accounted for under the head of "loss". If this is not correct I respectfully request that the mistake be pointed out. Regarding the "value of property held as a lien on crops" I respectfully ask, for information, what security shall I take from Freedmen who are not able to pay? I have issued clothing to the laborers on the Grangor farm and have made no charges against them. The invoice price of Government clothing, some of which is badly damaged, is so exhorbitantly high, that I have not had the heart or disposition to charge the Freedmen such prices. As far as Sanitary Stores are concerned, no prices have been affixed, and I have not felt at liberty to set prices myself. Respectfully returned to Chaplain Glavis. Column 13 should be filled with the Amt. of Columns 9 and 10. Column 14 should be filled with the amt. of columns 11 and 12.
