and wishes to charge a small fee which the parties are able to pay it. Endorsement of the Asst. Comr. Respectfully returned to Major Wiley Supt. &c. Citizen Agents may be authoured to charge a fee of 50 cents for every contract drawn up by them, for one laborer, and a fee of 25 cents for each additional hand where the contract is for more than one. A fee of 50 cents for Endenture of Apprenticeship drawn up, and such fees as are provided by law for officers of civil government, in cases like those which would come before him as Agent of this Bureau. Agents will turn over, monthly, all monies received in this way, to the Supt. of the District, who will pay them from the funds so received a salary not to exceed $50.00 per month.

As these are grave offences, which officers of this Bureau have not jurisdiction of, it is not seen how any thing more can be done than to bring them to the notice of the Department Commander. Asst. Supt Glavis has been instructed to forward the affidavits referred to, that they may be forwarded with report of the cases to the Dept. Commander.

Transmits report of two cases of outrage committed in his Sub Dist. Respectfully returned to Chapn Glavis whose attention is invited to endorsement from these Hd. Qrs, on same subject, of Feb. 22d 1866 As the Civil Courts will not issue warrants for the arrest of white citizens, even upon the complaint of white citizens, unless the complaint is supported by affidavit, it is not to be expected that the Department Commander will order their arrest upon the mere verbal complaint of a Freedman received at second hand through the officers of this Bureau.
It was therefore suggested that in all cases of grave crime, which in accordance with existing orders would come within the jurisdiction of a Court Martial, you should make application to the Department Commander to have the party arrested and tried - the application to be forwarded
