through these Hd Qrs. and accompanied by such an affidavit as would authorize the Civil Courts, in like cases between white citizens to issue a warrant of arrest. This suggestion Asst Supt. Glavis has seen fit to entirely disregard  Not a single affidavit has passed through this office. It is one of the defects of Military Government that many criminals will necessarily escape unpunished but it is believed that, if the instructions of this office are observed there will be less cause of complaint in this respect. The affidavits in all these cases should be at once forwarded through this office to the Department Commander.

Ends't of the Asst Commissioner  Respectfully returned to Mr. Glavis may request in writing the Post Commander to arrest criminals after proper affidavits have been taken. The Post Commander has authority to order the Military Police to assist in making arrests. These parties when arrested should be sent with charges to Raleigh to be tried by Military Commission.
Respectfully returned to Chaplain Glavis whose attention is called to the endorsement of the Asst. Commissioner.
