This suggestion Asst Supt. Glavis has seen fit to entirely disregard Not a single affidavit has passed through this office. It is one of the defects of Military Government that many criminals will necessarily escape unpunished but it is believed that, if the instructions of this office are observed there will be less cause of complaint in this respect.
