It is the duty of all Asst Supts to protect the Freedmen against oppression of any kind from any source You, who are on the ground, and know the facts can judge of the merits of any particular case, of this kind better than I can from a single paper like this. 
You will investigate this case and if convinced that any partial or illegal use of the power of any civil officer has been made to the injury of the Freedman you will take such measures as will be effectual in restoring to the Freedman his rights. The precise nature of these measures it is impossible for me to determine but your own knowledge of the facts will enable you to act with more efficiency than, if hampered by positive instructions from this office.
