Forwards testimony of Mrs. Emeline Stubins in relation to the stealing of an order for a mule, from her, by one Joseph Stubins. Continuation of endorsements Ends't of Capt. Penniman. Col - the parties within mentioned are all white citizens and not Freedmen. Fearing misapprehension on account of my omission to state this fact, I have taken the liberty to ask further instructions. And date of Circular No. 1 current series.  In case I have power to try the matter. Respectfully returned I know of no Orders or instructions that give any officer of this Bureau jurisdiction in cases where both parties are white. The date of Circular No. 1 referred to is Feb. 16th 1866. It seems to me that the reference to said Circular was sufficiently full to enable you to find it.

Requests instructions respecting the transfer of cases of Crabtree and Scarlett to Civil Authorities.

Respectfully returned to Circular No. 1 current series Hd Qr Asst. Commissioner for N.C. dated Feb. 16th 1866 authorizes you to turn over this and similar cases to the Civil Authorities, provided you watch the proceedings and report any injustice that may be done to the Freedmen by such County.
