Complains that a freedman named Needham Everett punished with 39 lashes for taking up a stray hog although he gave it up as soon as it was claimed by the owner - Has written before complaining of dirilictions of the Freedmen's Bureau but nothing came of it. States that if steps are not taken to punish the offenders he will publish to the world, the abuse of power of the Freedmen's Bureau.

Respectfully referred to the Asst. Commissioners of North Carolina for investigation and report.

Respectfully returned to Lieut Mc Alpine whose attention is called to the endorsement of the Asst. Commissioner. The Superintendent anticipated the endorsement which would be returned by the Asst. Commr, But to keep a clean record on the part of the offices of this District this paper was forwarde3d. A complaint of similar nature was made to Genl. Howard and by him sent down through the regula channels for investigation - When this paper was sent up, it was not for the purpose of having the Asst. Comr make or change the Civil Code of N.C. for the Supt was awae the Asst. Comrs had no such authority, but was in hopes that the Asst. Comr would call the attention of His Excellency Gov. Worth to very unfair verdict rendered by the County Court of Wake in your Sub-District against this persecuted Freedman and if possible get it revoked and a proper verdict rendered in accordance with the enormity of the crime.

Makes complaint of officers of Bureau for revoking an Indenture of Apprenticeship made by Lieut Perryman contrary to existing laws and Circulars of the Bureau as well as the Laws of the State of North Carolina.
