States that Peyton Greene and Betsey Williams were married four years ago, after which Peyton seduced his wife's sister Anna - that the result of the seduction was the birth of a child some eighteen months since 
The parties being slaves at the time the outrage was committed there was nothing legally wrong in this matter - that it remains for the Bureau to devise some means of providing for the care and sustenance of the child. Asks for instructions

Bready Supt. Central District for instructions. It is undoubtedly, as stated in the written letter of Rich'd I Wayne, that there are many unfortunate infants in this community, whose cases are similar to the one herein mentioned. It is likewise here that "there are many like instances of bastardy here where the fathers are white men". The legal points are probably well taken but should be addressed to the Civil Courts. In any opinions the Bureau has not jurisdiction in the premises since the formulation of Genl. Order No 3 Bu. R.F. and A.L. Hd. Qrs. Asst. Comr. N.C. July 13th 1866

Respectfully returned to Major Thos. H. Hay - The Bureau has no jurisdiction cases of bastardy. The Civil Courts have and we are informed in the first par. of G.O. No 3. current since Hd. Qrs. Asst. Commr. that "His Excellency the Governor of N.C. notified the Asst. Commr. that there now exists under the laws of this State, no discrimination in the administration of justice to the prejudice of free persons of color", consequently the "Revised Code of North Carolina Chapter 12, the Civil Authorities have ample jurisdiction in this case and as the child is not over three years old you must "insist" upon their doing so. The same where the punitive "Fathers" are whites.
