Raleigh N.C. Sept 7th 1866

Reports that Freedman named Edward Robertson reported to him that he could not collect his wages from Patrick Spencer. Referred the case to the Civil Authorities. Freedman now reports that owing to some quibble in the law, the proceedings have been stayed for Eight months. 

Further states that he (the Freedman is in distressing need of the money and claims that under the General Order No. 5 Hd. Qrs. Asst. Comm's, current series, the Bureau can take cognizance of his case. Asks for instructions. Encloses evidence that the proceedings have been stayed.

Respectfully referred to the Asst. Com'r for his action. This is clearly a case which will not admit of delay especially the delay of "Eight months" caused by the Civil Authorities in this case. The Freedman is destitute and will be subject to suffering unless this case can be adjudicated by the Bureau as heretofore.

States that the last named woman has walked and worked her way from West Point Miss. to this place and has neither or means to get further

Acknowledges receipt of letter containing invoices of Stationery and requests information whether he is to account for it or not. States that he never did it in the Army.
Respectfully returned to Capt. Wolff It will not be necessary to make any return to the Quarter Master or to any one else for the Books and Stationery furnished Capt. Wolff on his Requisitions for the same. All that is required is the Requisition which Capt Wolff has already made and which was approved by me. The Quartermaster expends the Books and Stationary.

Makes statement in relation to the children of Wiley Manley (Freedman) who are retained by their former master.

Respectfully referred to Lieut Foote Asst Supt. Sub. Dist. of Weldon who will investigate the matter complained of within and if the children were as stated, held as Slaves or unlawfully held without being properly Indentured according to law, prompt measures will be taken to restore these children to their parents. Report your action.
