bbls of corn had been raised on the land she worked for Mr Shanks Defdt. and William L Royster testifies that he, his mother, two brothers one sister worked on the farm. Shanks testifies that Hicks performed only one hours work in all that only two of Hicks' children worked on the farm. It looks to me clear that Mr Shanks Defdt. has already paid Hicks Ptff. all that he is entitled to. Shanks fed and clothed the whole family during the time they were with him. Even if he had not, all that the laborers would be entitled to would be once fourth part of the crop, which share should be equally divided among all the laborers and every article of food, clothing, Cash and other articles furnished by said Shanks to his employees should be deducted from their share of the crop. If this were done, I think there would be quite a balance in favor of the Defdt. (Mr Shanks), therefore, in my opinion the Defdt. should not be required to pay to the Pltff. any more than he has already done in the shape of food, clothing, &c &c. Neither will he be required to do so by the Bureau. If the Freedman Hicks is not satisfied with my decision, he can apply to the Civil Authorities. Mr. Hicks Defdt. will be notified of the decision of Supt.

Reports case of Dr Jno R Moore of Littleton NC and asks for information as Dr Moore refuses to pay freedmen for their services last year.
Respectfully returned to Lieut Foote. If this case was adjudicated and judgement rendered by you before the promulgation of General Order No 4. and 5. Current series Hd. Qr Asst Com's, enforce the collection. If Dr. Jno R. Moore refuses to comply with the judgment rendered by you, meet him and send him to me at Raleigh to be detained in Military confinement until such time as he may be ready and willing to pay the judgment rendered.

Directing that the "Girou[[guess]] Hotel" be turned over or restored to its legal owners. Nothing in this order to be construed as giving any claim on the Govt for rent or damages.
Respectfully transmitted to Lieut McAlpine Asst. Supt Sub-Dist of Raleigh who will cause this order to be delivered to Rev Thos. E. Skinner and who will require said Rev Thos. E. Skinner to take formal possession of the "Girou Hotel" grounds and take his receipt for the same in duplicate - one copy to be sent to these Hd. Qrs.
