Makes statement in relation to the children of Wiley Manley (Freedman) who are retained by their former master.

Respectfully returned to Col. A. G. Bready Supt. Central District. The colored man Wiley Manley applied to me some time since to have his children restored to him, but being one of the "old issue" I informed him he must get his rights under the Civil Law.
According to your instructions I investigated the case and found that the two children referred to within, were indentured to Mr. Hunter at the last term of the County Court consequently they do not come under my jurisdiction

Respectfully returned to Mr J. H. Weller whose attention is invited to the endorsement of Lieut Foote hereon - Upon investigation, this man Manley appears to be a free man of color "Old Issue" and not a Freedman, emancipated since the commencement of the Rebellion, consequently the Bureau has no jurisdiction in this case and as these children were bound by the Civil Counts, Manley will have to apply to the Civil Authorities for redress - which he can have if his children were bound out without his consent, and in violation of the Laws of North Carolina. If he did not support his children and had no visible means for their support, the Court did perfectly
