I have your note of August 7, requesting that a copy of the statement that I am planning to make before the National Congress on August 29 be submitted at that time.

This is to let you know that I am not planning to read a speech. I expect to talk extemporaneously, and I am planning to have a statement prepared which can be used for release to the press and anyone else who might be interested, which will outline the major items I will discuss at the meeting.
