RESOLUTION NO. 51


WHEREAS, there are two separate school systems in Alaska; one [[strikethrough]] maintained [[/strikethrough]] for Alaska Native children under [[strikethrough]] the direction [[/strikethrough]] jurisdiction of the Office of Indian Affairs; and another maintained by the Territory as authorized by Congress, and

WHEREAS, the Territory of Alaska has [[strikethrough]] opened the doors of its [[/strikethrough]] admitted public schools even wider than indicated by Congress with the result that approximately one-third of the children in the public schools are Native children under the definition adopted by the Secretary of the Interior, with results beneficial to the Native children and approved by the Native population, and 

WHEREAS, it is [[strikethrough]] plain to see [[/strikethrough]] apparent that the dual system of education entails duplication at many points, accentuates racial differences, and is contrary to the spirit of the Act of Congress making all Indians full citizens of the United States, and

WHEREAS, in spite of the liberal policy of the Territory there are approximately two thousand Native children in this Territory who have never applied themselves jointly to a solution of the problem that has so long remained untouched by an [[strikethrough]] d [[/strikethrough]] agency that has claimed jurisdiction thereof, and

WHEREAS, it is inevitable that the native and white culture shall meet and blend, and shall become simply problems of American citizens as of right they should, and
