RESOLUTION NO. 11
BE IT RESOLVED that the NCAI endorses the pending legislation which provides a permanent program of Federal aid for schools necessitated by Federal activities, including joint Indian-white schools.

RESOLUTION No. 12
BE IT RESOLVED that the NCAI opposes all proposed legislation which discriminates against Indians with regard to Social Security benefits or requires the Federal government to bear a greater share of the cost of said benefits in the case of Indians than is borne in the case of non-Indians.

RESOLUTION NO. 13
BE IT RESOLVED that the NCAI endorses H.R.6513 and S. 2613 for the establishment of American Indian Day;  S.806 for the erection of a monument to Sacajawea; H.R.5315 and H.R.5713, for establishment of a museum in the State of Idaho (but without expressing any conclusion as to whether said museum should be at the city of Spaulding, or on the Fort Hall Reservation); and H.R.2013, to provide a museum at Klukwan, Alaska, for the preservation of Indian relics.

RESOLUTION NO. 14
BE IT RESOLVED that the NCAI urges that the Alaska Statehood Bill, H.R.331, now pending, be defeated unless the clause which forbids creation of Indian Reservations is removed by amendment; and further urges the Secretary of the Interior to designate such Reservations for all Indian communities in Alaska; and commends former Secretary of the Interior Julius A. Krug for having offered such Reservations to several Indian communities in Alaska.

RESOLUTION No. 15
WHEREAS, we have heretofore passed numerous resolutions recommending the discontinuance of District and Area Offices, and
WHEREAS, the Congress of the United States has taken cognizance of such resolutions and made provision in bills for the gradual discontinuance of such offices, and
WHEREAS, the Bureau of Indian Affairs has, instead of following the wishes of the Indian and Congress, enlarged the activities of such District and Area Offices, now
THEREFORE, BE IT RESOLVED, that we reiterate our position that all District and Area Offices be at once abolished and their functions be transferred to local agencies and superintendents, and
BE IT FURTHER RESOLVED, that a copy of this Resolution be transmitted to our Senators and Congressmen.

RESOLUTION NO. 16
BE IT RESOLVED that the National Congress of American Indians endorse H.R.7897, for establishment of an Indian Agency on the Coeur D'Alene Reservation.

RESOLUTION NO. 17
BE IT RESOLVED that the NCAI opposes Senate Joint Resolution No.7, which would transfer the Indian Irrigation Service to the Bureau of Reclamation.

RESOLUTION NO. 18
BE IT RESOLVED THAT the NCAI endorses the emancipation of Indians
