RESOLUTION NO. 47

WHEREAS the Governor of the State of Washington, the mayor of the City of Bellingham, and the Management of the Bellingham Hotel have extended to the NCAI their courtesy and help at the Seventh Annual Convention of the organization, in Bellingham, Washington; and have recognized our meeting by appearing on our program either in person or by representation; and, 

WHEREAS, Herbert John, Chairman of the Entertainment Committee, and the members of the Lummi, Tulalip, LaConner, Nooksack and Duwamish Tribes have extended their most gracious hospitality to the members of NCAI during their convention: 

BE IT RESOLVED that the Secretary of the NCAI address to each of the above a letter expressing the appreciation of the members for the honors accorded them. 

RESOLUTION NO. 48

WHEREAS, the Colville Indians of the Colville Confederated Tribes of Washington are profoundly and deeply concerned about their Land Bill, now pending before the Congress of the United States, and 

WHEREAS, H.R.2432 will clarify the title to the lands which rightfully belong to the said tribes, and 

WHEREAS, the said bill now pending must of necessity be fully passed by the Congress of the United States, so that the Colville Confederated Tribes may be in a position to develop and to promote their economic positions to their fullest potentiality, and 

WHEREAS, the said development will enable the said tribes to improve their over-all economic and social condition on the said Reservation, and 

WHEREAS, the expeditious enactment of the said legislation is necessary in order that the tribes may be able to expand and extend their economy by obtaining loans over a long period of time for the purchase of additional lands and the rehabilitation of the tribes, and by using said loans for the expansion of small business enterprises to the advantage of the said tribes;

NOW, THEREFORE, BE IT RESOLVED that the NCAI use its influence in an effort to secure for the said tribe herein mentioned, the passage of the said H.R.2432, and 

BE IT FURTHER RESOLVED that copies of this Resolution be mailed to the appropriate committees of the United States Senate, the House of Representatives, the Secretary of the Interior, the Commissioner of Indian Affairs and to any other appropriate agencies whose functions may be germane to the problem in question. 

RESOLUTION NO.49 

BE IT RESOLVED BY the NCAI assembled: 

WHEREAS, the American Indian, in his effort to take his place in the white world and become a respected member of his community, is continually hampered by the prejudices fostered by the misrepresentations of the Indian by film producers, by the press, by members of the entertainment world, and even by instructors in institutions of higher learning, and by various individuals; and 

WHEREAS the Indian is by law a citizen of this country and is entitled to the same rights and privileges as other non-Indian citizens; and
