Respectfully referred to Lieut Col. S. C. Benham C.S.Vols. Little Rock, Arkansas, who will please ascertain if orders have been given to issue stores gratuitously to the "Contraband Camp and Farm" near Little Rock, Arkansas, and if so, by what authority. Col. Benham will see that this Camp and Farm pays for its stores received from the Commissary Department unless it has been otherwise ordered by the Secretary of War. These papers to be returned
